Using Abrasive Wheels as Hand Tools
Abrasive wheels are made for using with micro and pendant motors, but these little tools can also be used without power, as hand tools.

They come as mounted and unmounted wheels in different shapes and grits. The mounted abrasives are the ones that come already attached to a thin steel mandrel. These can be used in a pin vise or simply twirled between your fingers.
